The statement, without an invented total

Ripple’s Jack McDonald confirmed that the company was actively freezing RLUSD associated with the Binance incident in an original X statement. The statement did not give an amount. This report therefore does not attach a dollar total to his confirmation or present an estimate from another account as Ripple’s own reconciled figure.

What RLUSD is, and who issues it

RLUSD is Ripple’s dollar-linked stablecoin, distinct from XRP. In an October 26 corporate update, Ripple said Standard Custody & Trust Company, its New York-regulated limited-purpose trust company, remains the issuer. Ripple National Trust Bank’s newly approved role adds federal supervision to reserve and custody infrastructure; it does not replace SCTC as the token issuer.

Reserve infrastructure behind the token

The same update identifies BNY as primary reserve custodian and describes backing through dollar deposits, U.S. government securities and cash equivalents. Ripple publishes monthly third-party attestations of supply and reserve assets. Founded in 2012, the company provides institutional infrastructure across areas including payments and custody. These background details explain the organization and the token’s backing arrangements; they do not independently establish the amount recovered from this incident.

Why the XRP distinction matters

A token, its issuer and the blockchain on which it moves are different parts of the system. An intervention involving an issuer-administered dollar token should be described at that level. Calling it an XRP freeze would substitute a different asset for the one identified in the statement and could mislead readers about the scope of the action.

What the confirmation establishes

The direct statement supports reporting that Ripple was working on RLUSD freezes. It does not establish that all affected RLUSD was secured, that money was returned to Binance, or that any customer settlement was completed. Those conclusions need later asset-specific evidence. An absence of a disclosed total is not a reason to fill the gap with a number from an unrelated token or a broader estimate.

What to watch next

A useful follow-up would separate restricted balances from transferred balances, identify the time of the measurement and explain whether any assets have moved into a recovery process. Until then, the issuer’s confirmation is meaningful but bounded: an intervention involving RLUSD, with its final financial outcome still requiring documentation.
