Binance’s withdrawal announcements through 12:36 UTC on November 1 cumulatively covered selected asset-network pairs across 15 networks. These were stages of the same reopening tracked in our rolling withdrawal report, rather than a new operational milestone at this article’s 14:03 UTC publication time. The announcements do not establish that every listed route remains available now.

Clarification: November 1, 2026, 14:13 UTC

The headline, summary and opening have been clarified to distinguish cumulative reopening announcements from current route availability. Binance’s 12:36:12 UTC statement added selected Zcash, Sui and TON routes to earlier announcements. At our 14:12 UTC check, its live network-status page showed USDT withdrawals on Polygon POS as “Low Hot Wallet Balance”, while deposits were Normal. The 15-network count describes announced coverage, not a simultaneous all-clear. The original URL and publication time are unchanged.

The rollout moved from a target to announced routes

At 04:08 UTC, Binance published a window of 06:00 to 09:00 UTC for the first reopening phase. The notice listed selected assets across Bitcoin, Ethereum, BNB Smart Chain, Tron, Solana, XRP Ledger, Zcash, Dogecoin, TON, Polygon, Avalanche C-Chain, Arbitrum, Base, Optimism and Sui. Binance's official update later identified the Bitcoin network as the first route opened. By 12:36 UTC, subsequent company notices had cumulatively announced selected withdrawal pairs across those 15 networks. The latest notice listed ZEC on Zcash, SUI on Sui, and USDT and GRAM on TON; it did not reopen every asset or token variant on those networks.

Availability remains specific to each network and asset

The phase is broader than Bitcoin but narrower than a platform-wide all-clear. The announcements listed ETH, USDT and USDC on Ethereum, and BNB, USDT and USDC on BNB Smart Chain. Other networks have their own combinations. Binance said additional assets and networks would return only after security and stability checks. Customers therefore need to check the withdrawal page for the exact token and blockchain they intend to use rather than rely on a general reopening headline.

Independent reports confirm a staged restart

Reuters reported that bitcoin, ether and some stablecoin withdrawals resumed on Sunday, while CoinDesk described Bitcoin as the first route in a phased reopening. Those reports corroborate the operational change, but neither constitutes an audit of Binance's infrastructure or reserves. The exchange also warned that heavy demand could create delays during the initial rollout. A route shown as available can still process more slowly than normal, and service conditions may change as checks continue.

Reopening does not settle the financial questions

Binance says it has replaced about 95% of the assets affected by the theft using company resources, including its user-protection and futures insurance funds. It says the remaining 5% consists of less-liquid tokens that take longer to source through markets and over-the-counter transactions. That is a company funding statement, not evidence that 95% of the stolen assets were recovered from the attacker. Replacement assets, frozen funds and returned stolen funds are different categories.

Security and investigation work remain incomplete

The company has promised a post-incident report after its investigation concludes. Its earlier statements described a compromised employee laptop and later mentioned additional breach points, but no final technical account has been published. Withdrawal restoration shows that selected operational controls passed Binance's checks; it does not establish the full cause of the intrusion, close the recovery process or verify the final loss. Customers should also treat new addresses and route notices carefully during a period when impersonation and recovery scams can follow a major exchange incident.

What users should watch next

The next evidence will be the expansion beyond phase one, stable processing under heavier demand, completion of Binance's promised reserve verification and a detailed incident report. Until then, the accurate description is a controlled reopening across specified routes, not a complete return to normal. Users should confirm the network, asset, address and current status inside Binance before submitting a withdrawal and should avoid assuming that availability on one blockchain applies to another.
