Binance says it has now covered 90% of the amount stolen in its security incident, up from 80%, in its October 31 update at 14:30 UTC. It reports full backing for BTC, ETH, USDT, BNB, SOL, USDC, XRP, USD1, RLUSD and ZEC; the remaining less-liquid tokens are still being sourced.

Replacement funding is not returned stolen funds

The exchange says it has rebalanced part of its Futures insurance fund alongside treasury funding. Partial SAFU deployment is expected within 24 hours, with a commitment to restore SAFU to approximately $1 billion. That is a financing plan, not confirmation that the SAFU transfer is complete or that stolen assets have been returned.

A snapshot, with proof still pending

The company’s reserve page now displays an October 31, 00:00 UTC snapshot. When checked, it listed Bitcoin block 973895 and zk-SNARKs verification, but the Merkle root remained marked as in progress. These are Binance-published figures, not an independent audit.

Binance estimates full proof publication for Tuesday, November 3 UTC, citing 40–50 hours of generation. Withdrawals remain targeted for Sunday, November 1; this statement does not announce reopening.

What readers should distinguish

Three separate milestones matter: replacement assets, a completed verification output and an operational withdrawal service. A reserve page appearing does not by itself establish the other two. The Tuesday estimate supersedes the earlier Monday timetable recorded in our withdrawal and reserve-disclosure report.
