Company funds earmarked for the response
Binance says it has reserved over $6.34 billion of company funds, including $5 billion already held in the affected token assets. Its October 30 update at 10:55 UTC says it is acquiring remaining asset types through markets and over-the-counter transactions, with liquidity and settlement constraints potentially extending that process.
The reserve excludes frozen or protected assets. About $3 billion remains frozen, according to Binance. Recovery has begun, but the statement gives no amount returned. It promises future public proof of reserves and does not announce withdrawal reopening.
What readers can verify next
Those figures are company assertions, not an independently verified balance sheet. A dollar-denominated funding commitment, possession of particular tokens and the return of previously inaccessible assets answer different questions. Treating them as interchangeable would obscure how much can actually be delivered, in which assets, and when.
A useful follow-up disclosure would identify the reporting time, assets and liabilities covered, verification method and any restrictions on using the holdings. A recovery notice would separately explain completed transfers and the basis for attributing them. These are questions for subsequent evidence, not conclusions established by a headline number.
How to read a future reserve report
The PCAOB Office of the Investor Advocate's March 2023 advisory cautions that proof-of-reserve engagements are not audits. Such reports generally examine specified assets at one point in time and may omit liabilities, holders' rights or whether assets were borrowed. This is general guidance, not a regulatory assessment of this Binance announcement.
