Binance has set a window of 06:00–09:00 UTC on November 1 for the planned first phase of withdrawal restoration following its security incident. Its fourth recovery update, also published on X at 04:11 UTC, describes preparation rather than a completed restart.
Availability will depend on the asset and network
The initial list covers 15 network rows, including Bitcoin, Ethereum, BNB Smart Chain and Solana. Binance says availability will expand progressively after readiness checks. Deposits remain open, while withdrawal processing could be slower during the rollout. Readers should check their exact asset-and-network combination on Binance, rather than assume every route opens simultaneously.
Coverage rises, with sourcing still unfinished
Binance reports approximately 95% coverage of the impacted amount, up from 90%. It says the remaining 5% involves less-liquid tokens being acquired through market and OTC transactions. It promises a post-incident report after the investigation concludes.
Three separate questions remain
Company funding, usable withdrawal routes and completed reserve verification answer different questions. A percentage describes the exchange’s coverage claim; it cannot establish whether a particular customer can transfer an asset. Nor should replenishment be reported as stolen funds returned.
The reserve page still showed the October 31 snapshot, Bitcoin block 973895 and an unfinished Merkle root when checked. Our earlier reserve and SAFU report preserves the sequence of funding statements.
