German securities giant Deutsche Börse has struck a strategic partnership with Circle Internet Group, the issuer of USD Coin (USDC), to advance stablecoin adoption across Europe’s financial infrastructure.

The collaboration, announced Tuesday, will initially focus on Circle’s euro-pegged EURC and dollar-pegged USDC, with plans to list and trade the stablecoins on Deutsche Börse’s 360T digital exchange (3DX) and through its subsidiary Crypto Finance. Custody services will be provided via Clearstream, Deutsche Börse’s post-trade division, with Crypto Finance acting as sub-custodian.

The move comes at a time when European regulators are weighing stricter measures on stablecoins, including a potential ban on multi-issued stablecoins that operate across multiple jurisdictions.

Collaboration Backed by MiCA Rules

Circle’s deal with Deutsche Börse is made possible by the European Union’s Markets in Crypto-Assets Regulation (MiCA), which became fully effective in late 2024. Circle became the first global stablecoin issuer to achieve MiCA compliance, a milestone CEO Jeremy Allaire announced in July 2024.

Allaire emphasized that the initiative could “reduce settlement risk, lower costs, and improve efficiency for banks, asset managers, and Europe’s wider financial market.”

Multi-Issuance Stablecoin Ban Under Review

Bloomberg recently reported that the European Systemic Risk Board (ESRB) has recommended a ban on multi-issued stablecoins, which are released both in Europe and overseas under the same brand. Although the guidance isn’t legally binding, it highlights concerns about legal, liquidity, and operational risks.

While Circle has embraced MiCA, Tether (USDT) — the largest global stablecoin — has refused to comply, citing reserve-related requirements.

Race Toward Stablecoin Adoption in Europe

Despite regulatory headwinds, Europe is witnessing accelerating stablecoin adoption. On Tuesday, Société Générale-Forge, the crypto arm of the French banking giant, deployed its USD CoinVertible (USDCV) and EUR CoinVertible (EURCV) on decentralized finance platforms Morpho and Uniswap.

Circle and Deutsche Börse’s alliance underscores the push to institutionalize stablecoins in Europe, potentially making them a critical layer in the continent’s evolving digital finance ecosystem.
